FTPS 431 Не удалось настроить безопасный сеанс

Я пытаюсь подключиться к сайту FTPS с WinSCP, но он всегда возвращает эту ошибку: 534 Политика требует SSL. Сертификат находится в IIS 6.1, я использую явное шифрование TLS \ SSL и пассивный режим в WinSCP.
Помоги мне, пожалуйста.
